Vermont law and the State Solid Waste Plan require that every solid waste management district and municipality with a solid waste plan implement a program to provide education and collection programs for household hazardous waste, conditionally exempt generator waste (HHW/CEG), and mercury-added consumer products. To help establish and implement these programs, up to $300,000 in state grants is available to solid waste management districts, alliances, individual municipalities or regional planning commissions on behalf of qualifying member communities.

Because funds are limited, the distribution formula will be as follows: a minimum basic block grant of $513.85 for each eligible municipality, plus $.28 per capita. (2000 US Census Bureau Population, Housing units, Area and Density). Any portion of the grant monies remaining after all grant requests have been evaluated will be divided equally to increase the basic block grant.

The application deadline is February 6, 2006. Information on project eligibility, application requirements and payment provisions are included with this memo. An application form and the 2005 HHW Survey are also enclosed. Please make sure that you have filled out and submitted to my attention the year 2005 HHW Survey before the grant can be awarded. Grantees from previous years who did not fulfill previous grant agreements will be ineligible for grant monies. In addition, eligible grantees must have an approved Solid Waste Plan and hold a minimum of two collection events (spring and fall) or equivalent.
