TNC Regulatory Requirements-Permits

Permits help ensure that TNC water systems are designed, built, and operated in accordance with regulations and in a manner that protects public health.

Drinking Water Sources

A new or existing water source (e.g., wells and springs) may not be connected to a system unless the source has been permitted for use at a TNC.  Until June 30, 2007, water sources serving TNCs were permitted by the Wastewater Management Division in Wastewater System and Potable Water Supply Permits.  Source permits are now issued by the WSD.

Water System Construction and Modification

Before the constructing of or any modifiying a TNC water system, the owner must obtain a permit to construct from the WSD.  Modifications requiring a permit include: adding a new storage tank, installing treatment to improve water quality (other than ion exchange for softening or cartridge filters that were not required by the Secretary to be installed).

Water System Operations

TNC owners must obtain a permit to operate from the WSD before serving the public.  We recently issued a general operating permit for TNCs using only groundwater sources (General Operating Permit Language). Please read the permit and, if the system meets the eligibility requirements, complete the Notice of Intent (NOI) form and return it to our office. Systems not eligible for coverage under the general permit need to apply for an individual permit .
