What are SIP
regulations?
State regulations dealing with air quality and air pollution control
requirements which have been adopted by the State of Vermont under
the Administrative Procedures Act (APA) are contained in a document
entitled "Air
Pollution Control Regulations." Not
all of these regulations are incorporated in the Vermont SIP
Only those selected state regulations which have been subject of
public hearing specifically for inclusion in the federally enforceable
SIP are included therein. Regulations proposed and adopted through
the Vermont APA process and intended for inclusion in the SIP are
usually noticed for hearing as SIP regulations at the same time
the notice and public hearing are conducted for adoption under Vermont
law.
All Vermont Air Pollution Control Regulations are enforceable under
Vermont laws but only those incorporated in the federally enforceable
SIP are enforceable under federal laws. The particular regulations which
are included in the SIP for Vermont may be identified from a table published
in the federal register and updated annually. This table may be accessed
