What is the State of Vermont doing about this problem?:  

August 2009 - The Climate Neutral Working Group (CNWG) releases the Third Biennial Report as required by Executive Order #14-03. The report provides updates regarding Vermont State Government's efforts to meet the goals of the Executive Order. It also outlines potential future strategies, and ongoing related efforts to address climate change.

October 2008 - The Climate Change Transition Team (CCTT) releases Proposed Draft Work Plans Developed From The Recommendations of Governor’s Commission on Climate Change (GCCC) Report .

    September 2006 marks the kickoff of the comprehensive statewide climate change planning effort established by Executive Order 07-05. This effort will be led by the Governor's Commission on Climate Change (GCCC) and a Plenary Group of individuals representing a diversity of Vermont-specific expertise and interests.   • Released April 2007- the Second Biennial Report of The Climate Neutral Working Group.


  • Released April 2005, the First Biennial Report of the Climate Neutral Working Group.

  • In September 2003, Governor Jim Douglas signed Executive Order 14-03 which replaces Executive Order 11-02 and strengthens the directives aimed at GHG emissions reductions.

  • In August 2002, Governor Howard Dean signed Executive Order 11-02 aimed at improving energy efficiency and reducing GHG emissions from state government buildings and operations.

  • As a member of  The Conference of New England Governors and Eastern Canadian Premiers, the State of Vermont has participated in the creation, region-wide adoption, and first steps towards implementation of the Climate Change Action Plan.

  • In order to estimate the magnitude of GHGs being emitted from the state of Vermont, it is important to conduct emission inventories.  The Vermont Department of Public Service (DPS) estimated Vermont's greenhouse gas emissions for the 1990 baseyear in their publication - "Fueling Vermont's Future".  The Air Division will update this inventory periodically for more recent years using the latest available inventory methodology, emission factors, and global warming potential (GWP) data.  Click here to see updated estimates for 1990 calculated by the Air Division. This inventory effort is being expanded to estimate emissions for years post-1990.
