Welcome to the Clean and Clear Action Plan website! There has been a lot of discussion about the need to improve and protect waterways throughout Vermont. We are now taking more decisive action.

In the fall of 2003, on the shores of Lake Champlain, I unveiled the details of my Clean & Clear Water Plan – one of the most significant water quality initiatives Vermont has ever undertaken.

This plan focuses on providing leadership, financial resources and a sustained commitment to ensure that we meet the high water quality standards for which Vermont is known.

When it comes to protecting water quality, phosphorus in the runoff from urban areas, our homes, eroding streams, construction sites and farms is public enemy number one. In Lake Champlain for example, it feeds toxic algae blooms in places like Missisquoi Bay, St. Albans Bay and areas in the South Lake.

That’s why we’re working with our friends in New York and Quebec to reduce the amount of phosphorus that goes into the lake.

The big problem with phosphorus is that it’s in almost everything, so it’s hard to contain. That’s why we need your help. (How YOU Can Help)

On this website you’ll find information about state and federal programs for phosphorus reduction and suggestions on how to reduce the run off from your own home or business while conserving water and money! You’ll also find links to our partners who are working hard to make Lake Champlain and all of our waterways Clean and Clear.

Every child deserves to grow up with water that is pure to drink, lakes that are safe for swimming, and rivers that are teeming with fish. This plan is about more than the precious natural resources of our lakes, rivers and streams. It’s about our way of life

This is no easy task, but together we will invest in our natural resources for the benefit of future generations.
