Direct Discharge Permit Section
National Discharge Pollutant Elimination System (NPDES)
The Discharge Permit Section administers the National Discharge Pollutant Elimination System (NPDES) permit program under federal delegation for discharges from individual, municipal and industrial wastewater treatment facilities to state surface waters.
Federal Pretreatment Permit
The section also issues permits under the Federal Pretreatment Permit program for certain industrial and commercial discharges to municipal wastewater treatment facilities which may interfere with the operation of municipal treatment facilities.
General Permits for Discharges From Petroleum Related Remediation Activities
General permit 3-9004 for direct discharges to surface waters from petroleum related remediation activities first became effective October 15, 2002 and was renewed in October 2007.
A second general permit (3-9016) for discharges from petroleum related remediation activities into municipal wastewater treatment facilities was issued April 10, 2009 with an effective date of July 1, 2009.
Applicants who wish coverage under either general permit must apply on a special application (a 3-part form available in hard copy only) and must satisfy a 10-day public comment requirement. The application forms and additional information may be obtained by calling 802-241-3822. The fee associated with either general permit is $100.00 per application.

Stormwater Permit Program - Watershed Management Division
The Stormwater Permit Program, which was formerly within this section, has been moved to the Stormwater Section of the Watershed Management Division. Permits are issued for the discharge of stormwater runoff from impervious surfaces such as parking lots, roofs, and roads. Residential subdivisions, commercial/industrial parks and other large scale developments typically require stormwater permits depending on the size of the project and proximity to surface waters.
