State of Vermont Press Release February 05, 2002 Through the Agency's investigation, it was discovered that E.E. Packard Enterprises placed fill in a Class 2 wetland. The company did this at the request of a landowner who had obtained a letter from town officials indicating that it would be legal to do so. Placing the fill, however, was a violation of the states wetland regulations. The matter came to light as a result of a citizen complaint which was investigated by Environmental Enforcement Officer Sean McVeigh. After the investigation was completed, the company was notified of the violations and worked cooperatively with the Agency's Wetlands Program to remove the material, properly dispose of it and restore the impacted area. The settlement was reduced to an assurance of discontinuance and was so ordered by the Environmental Court on January 31. In it, E.E. Packard Enterprises agreed to pay a $1,400 civil penalty to the State of Vermont for the violations.
