Through the Agency's investigation, it was discovered that the mobile home park’s water system failed to comply with the water supply rules. These violations included failing to submit monthly reports, develop a source protection plan, install and maintain a standby disinfection system, and develop and maintain an operation and maintenance manual.

The matter came to light as a result of the Agency's routine compliance monitoring. After an Administrative Order was filed, Gagnon agreed to settle the matter.

The settlement was reduced to an assurance of discontinuance and was so ordered by the Environmental Court on June 14, 2002. In it, Gagnon agreed to comply with the water supply rules and pay a civil penalty of $2,500.
