State of Vermont December 19, 2003 After a 1993 fire at the garage occupied by Starr's United, Inc., fire debris, several old trucks, automobile parts, and other assorted solid waste were allowed to accumulate on the garage property, in violation of the solid waste management rules. Additionally, the company deposited and burned assorted solid waste on a nearby property owned by Northeastern Vermont Development Association (NVDA). Prior to settlement, Starr's United, Inc. properly disposed of the solid waste accumulated on the ground at the garage facility, and took steps to assure compliance with the applicable regulations in the course of its business. The matter came to light as a result of an anonymous citizen complaint regarding the improper storage and disposal of waste on the NVDA property. The matter was referred to Environmental Enforcement Officer Tim Blake. After Blake's investigation was completed, Starr's United, Inc. was notified of the violations and agreed to settle the matter. The settlement was reduced to an assurance of discontinuance and was so ordered by the Environmental Court on December 5, 2003. In it, Starr's United, Inc. agreed to fund a $12,000 supplemental environmental project.
