NOTICE OF APPLICATION TO

CONSTRUCT OR ALTER A DAM

CHESTNUT HILL RESERVOIR, BRATTLEBORO

10 V.S.A. Chapter 43

Application No. 2014-1

An application submitted under the provisions of 10 V.S.A. Section 1083 has been received by the Department of Environmental Conservation from The Town of Brattleboro, Vermont (Contact Steve Barrett, Director of Public Works, at 802-254-4255), for alteration of Chestnut Hill Reservoir Dam, located in Brattleboro, Vermont.

The purpose of the proposed project is to rehabilitate Chestnut Hill Reservoir dam by constructing a new principal spillway, new low level drain, making gatehouse and concrete repairs, and piping work.

Before an application can be approved or disapproved, a determination must be made as to whether the public good will be served and whether the plans and specifications adequately provide for the public safety.  Factors which must be considered in making this determination are stated in 10 V.S.A. Section 1086(a), copies of which are available on request from Department of Environmental Conservation, Facilities Engineering Division, Dam Safety Section, 1 National Life Drive, Main 1, Montpelier, VT  05620-3510 Attention Steven Hanna; or 802-490-6123; or steven.hanna@state.vt.us.

As an aid in determining the public good of the proposed project, comments from persons interested are being requested.  Any comments or requests for a public information meeting regarding this project should be PREPARED IN WRITING AND MAILED TO REACH THIS OFFICE BY THE CLOSE OF BUSINESS March 27, 2014.  Otherwise, it will be presumed there are no comments or requests.  The Department will hold a public information meeting upon request from twenty-five (25) or more persons.

CONSTRUCT OR ALTER A DAM

STAR LAKE, MOUNT HOLLY

10 V.S.A. Chapter 43

Application No. 2014-2

An application submitted under the provisions of 10 V.S.A. Section 1083 has been received by the Department of Environmental Conservation from The Town of Mount Holly, Vermont (Contact: Jim Heald, Selectboard Chair 802-259-2391), for alteration of Star Lake Dam, located in Mount Holly, Vermont.

The purpose of the proposed project is to rehabilitate Star Lake Dam by removing the existing spillway and constructing a new spillway with a greater hydraulic capacity. A parapet wall will be constructed to increase the height of the dam, reducing the chance of overtopping during storm events. A cofferdam will be installed so that the work area can be dewatered and work conducted in the dry. Flow will be routed to the outlet channel below the work area.
