State of Vermont Press Release December 03, 2008 Through the Agency’s routine oversight, it was determined that Mr. Parzych violated his operating permit by failing to complete water quality monitoring for disinfectant by-products and total coliform for several time periods in 2004, 2005 and 2006 and failed to notify the drinking water users of those violations. He also failed to prepare a new bacteriological sampling plan, employ a certified operator for the park’s water system, and prepare and deliver consumer confidence reports for 2004 and 2005. Mr. Parzych transferred ownership of the mobile home park in July 2007 but remained responsible for the violations. Mr. Parzych was subsequently notified of the violations and agreed to settle the matter. The settlement was reduced to an assurance of discontinuance and was so ordered by the Environmental Court. In it, Mr. Parzych agreed to pay a civil penalty of $5,000 to the state of Vermont for the violations.
