State of Vermont Press Release February 20, 2009 During the Agency’s investigation, it was discovered that Mr. Pikor initiated site work through Mr. Jones, his contractor, by dredging a portion of the wetland in order to create a pond. This activity caused a discharge of sediment to unnamed streams flowing through and out of the wetland. The matter came to light as a result of a citizen complaint that was investigated by Environmental Enforcement Officer Don Gallus and Wetlands Section Chief Alan Quackenbush. After the investigation was completed, Mr. Pikor and Mr. Jones were notified of the violations. In response to agency directives Mr. Pikor restored the wetland to the best extent possible. The Agency subsequently issued an Administrative Order and both Mr. Pikor and Mr. Jones then agreed to settle the matter. The settlement was reduced to an assurance of discontinuance and was so ordered by the Environmental Court. In it, Steven J. Pikor agree to remove silt fencing installed in connection with wetland restoration, and to monitor for invasive species. It was also agreed that Mr. Pikor and Mr. Jones will pay a civil penalty of $10,000 to the state of Vermont for the violations.
