Permitting Customer Survey 2003
Final Report - January 29, 2004

To obtain accurate, baseline data about permitting customers' experiences and perceptions of permitting processes, the Department of Environmental Conservation (DEC) contracted with a professional research and consulting firm to survey permittees and permitting consultants about their experiences with the department's permitting programs.

Between September 17 to October 5, 2003, telephone surveys were completed with 851 respondents, many of whom were willing to provide narrative feedback in addition to answering standard questions. The number of contacts for some permit programs was very small, making analysis at the permit program level with reasonable confidence impossible; therefore, responses for all programs were combined for analysis. The analysis included in this report meets statistical precision standards and can be interpreted with confidence.

The DEC will use information gathered from the survey to evaluate and improve customer service to permittees.
