| Question: Will billable rates include emergency response times for off-hours and holiday events? As printed it appears that the rates cannot exceed the PCF Maximum Rate. Can we obtain clarification on emergency response rates, since the Procedures for Reimbursement from the Petroleum Clean-up Fund – Attachment C, July 2006, separate emergency response actions from site characterization and remediation; whereas, Attachment D provides guidance for emergency spill response. |
| Answer: You can draft your response to the RFP as you’d like. The billing rates for the PCF are to be used for definitions to what each person on a project are and what experience/education we expect for consistency between companies. |

| Question: Can we count spill experience by our personnel instead of the company? Since, 30% of the weighted criteria is based upon historic spill response under the direct supervision of the Vermont Spill Program. XXXXX’s personnel have over 18 years combined experience with the VT Spills Program. Being a new emergency response company in Vermont would diminish our perceived Vermont experience. XXXXX also maintains over 25 years of spill response experience serving Northern New England. |
