SITE DESCRIPTION AND HISTORY
The Rhoades Salvage / ABC Metals and Recycling, Inc. facility is located at 15 Shirley Avenue in Milton. This facility has operated as a salvage yard and recycling business since 1950s. The facility currently consists of 5.30 acres. At one time this business operated on additional acreage on what is now referred to as Ducks Court, a residential development. This property is surrounded by mixed residential and commercial properties. Hobbs Pond, a Class II wetland, is located adjacent to the site. This pond drains into Colchester Pond and eventually into Lake Champlain.
Rhoades Salvage is listed as an active hazardous waste site due to the alleged release of hazardous materials. The Agency of Natural Resources (ANR) has referred this case to the Vermont Attorney Generals Office to address the alleged violations of Vermont’s Solid Waste and Hazardous Waste Management Regulations.
A number of site investigations have been completed to date by either the property owner, the ANR and the U.S. Environmental Protection Agency. Groundwater, drinking water, soils, sediment and surface water samples have been collected. Results of these investigations are available below:
