Contractor Selected

The redeveloper for the Woodstock East complex, Central Vermont Shopping Center, Inc., has selected Marin Environmental of Richmond, Vermont as the environmental contractor who will implement the field portion of the site Corrective Action Plan (see Community Update #1, December 2001 for details on the Corrective Action Plan). Marin will be responsible for installing and operating the air sparging /soil vapor extraction system in the former Gasoline UST Area, for excavation of contaminated soils in the southern portion of the site, and for closing the on-site water supply well.

Schedule

Marin will begin field activities the second week of May 2002. The town, village and site abutters will be notified prior to the initiation of field work.

Marin’s first task will be installation of new groundwater monitoring wells and proper closure of existing monitoring wells that are no longer needed.

The excavation work and remedial system installation should be completed by the end of July 2002. Marin will be visiting the site regularly after the installation of the remedial system to perform maintenance activities and to collect performance monitoring samples.

Other Site Issues

Institutional Controls: A revised version of the institutional control language (likely a deed restriction) that will allow for mixed commercial/residential use of the site is being developed for review and approval by the VTDEC.

Financial Assurances: The settlement agreement between the site owner and the state provides for return of any unused portion of the settlement fund to the current site owner upon the successful completion of all cleanup activities. Representatives of the current owner and the state have been exploring mechanisms that would provide funds that could be used if additional environmental problems are discovered at the site. Initial discussions with several insurance companies were discouraging (the coverage available was limited and required a large premium) but subsequent discussions have been more positive. The parties to the settlement agreement have also been discussing setting aside a certain portion of the settlement fund for future work. The ultimate solution may be a combination of insurance, bonds and/or a set-aside.
