Act 148
Act 148 is the new solid waste legislation that focuses on recyclables and organics. It will provide convenience and choices for solid wate generators, including individuals, and will lead to more consistence services throughout the state.

Current Vermont Solid Waste Management
Plan
On September 27, 2006, the Agency of Natural Resources
(ANR) readopted the Vermont Solid
Waste Management Plan (State Plan) in its entirety and without
any changes. The effective date of the Readopted State Plan is October
15, 2006. The Proposed
Readoption of the State of Vermont Solid Waste Management Plan
provides a summary of the current management in solid wastes in Vermont
and progress since the State Plan was adopted in 2001. It provides
the basis for readopting the State Plan.
Solid Waste Implementation Plan Guidance
Document/Template
Vermont statute requires all municipalities, either
individually or through a solid waste management district or an intermunicipal
association, to adopt a solid waste implementation plan that conforms
with the State Solid Waste Management Plan. Since the Agency of Natural
Resources adopted the Vermont Revised Solid Waste Management Plan, municipalities,
districts, and intermunicipal associations need to revise their solid
waste implementation plans. The Guidance Document/Template is intended
to help towns, districts, and intermunicipal associations do this. It
provides both guidance regarding conformance with the State Revised
Plan as well as a template towns and districts may use for their implementation
plans. The Guidance Document/Template may be downloaded as a Microsoft
Word file. Hardcopies are available and may be requested from the Waste
Management Division by calling 241-3888.

is intended to help towns and solid waste districts revise their solid
waste implementation plan to conform with the Vermont Revised Solid
Waste Management Plan.

Solid Waste Working Group
Section 293b of the 2007 Budget Bill passed by the Vermont Legislature required the Agency of Natural Resources to convene a solid waste working group to examine ANR's Solid Waste Report to the Legislature (January 2008) and to develop proposals and recommendations to implement and improve upon the Report, including best management practices. The working group was not limited to those matters addressed in the Report. The working group was required to report to the House and Senate Committees on Natural Resources no later than January 15, 2009.
Compost Study Committee
The Vermont Legislature passed Bill H.873 in 2007 requiring the Agency of Natural Resources to convene a solid waste working group to examine all state regulations pertaining to composting and to develop recommendations for the construction, operations and permitting for composting facilities. The working group is required to report to the House committee on fish, wildlife and water resources, the Senate committee on natural resources and the House and Senate committees on agriculture by January 15, 2009.
District Managers Working Group
The Vermont District Managers Group works with ANR on issues such as, examining the statewide economic structure of solid waste management, looking at the infrastructure needed to move forward and to provide equitable solid waste management services statewide.
