Solid Waste Management
Solid Waste Report to the Vermont Legislature This report was prepared to fulfill the requirements of Section 293b of the 2007 Budget Bill (see Appendix A for text of bill). Following the submittal of this report, the Agency of Natural Resources convened a working group with representatives of various groups to evaluate the report and develop recommendations to implement and improve upon it. This working group reported to the legislature in January 2009. The report includes the Solid Waste Program’s recommendations for a sustainable materials vision.
Readopted Vermont Solid Waste Management Plan On September 27, 2006, the Agency of Natural Resources (ANR) readopted the Vermont Solid Waste Management Plan (State Plan) in its entirety and without any changes. The effective date of the Readopted State Plan is October 15, 2006. Statute (10 V.S.A. § 6604) directs the Secretary of ANR to publish and adopt a plan that sets forth a comprehensive statewide solid waste management strategy, and to revise it every 5 years. The previous State Plan was adopted on August 31, 2001. In early 2006, ANR staff proposed readopting the current State Plan (as opposed to developing a new State Plan) because the critical issues regarding solid waste management had not changed significantly and the State Plan's goals and action steps continued to be an effective strategy to address the critical issues. By readopting the State Plan, ANR was able to spent its limited resources on programs and activities to achieve the goals of the Plan as opposed to a new planning effort. Although the Plan is not a rule, statute requires the Plan to be adopted "by means of a public process that is similar to the process involved in the adoption of administrative rules". The Proposed Readoption of the State of Vermont Solid Waste Management Plan provides a summary of the current management in solid wastes in Vermont and progress since the State Plan was adopted in 2001. It provides the basis for readopting the State Plan. The Responsiveness
Summary is ANR’s response to the 14 comments received from
the public regarding readoption of the State Plan. Solid Waste Implementation Plan Guidance Document/Template Vermont statute requires all municipalities, either individually or through a solid waste management district or an intermunicipal association, to adopt a solid waste implementation plan that conforms with the State Solid Waste Management Plan. Since the Agency of Natural Resources adopted the Vermont Revised Solid Waste Management Plan, municipalities, districts, and intermunicipal associations need to revise their solid waste implementation plans. The Guidance Document/Template is intended to help towns, districts, and intermunicipal associations do this. It provides both guidance regarding conformance with the State Revised Plan as well as a template towns and districts may use for their implementation plans. The Guidance Document/Template may be downloaded as a Microsoft Word file. Hardcopies are available and may be requested from the Waste Management Division by calling 241-3888. The Guidance Document/Template is intended to help towns and solid waste districts revise their solid waste implementation plan to conform with the Vermont Revised Solid Waste Management Plan.
